Woodland Daily Democrat, NOTICE TO CONTRACTORS Yolo County Housing (hereinafter referred to as YCH, or Owner) is soliciting bids (in duplicate) for the abatement and demolition of a building located at 1224 Lemen Ave. Woodland, California 95776. Bids will be received at the YCH Administrative Office located at 147 West Main Street, Woodland, California until 2:00 p.m., Wednesday, August 31, 2016, at which time and place, bids will be publicly opened and read aloud. Bids received after 2:00 p.m., Wednesday, August 31, 2016 will not be considered. The Work shall include the furnishing of all labor, materials, and equipment in accordance with all Contract Documents. All bidders must be duly and properly licensed in their respective trades. All Work must be completed on or before Sixty (60) calendar days from receipt by the successful bidder of the Notice to Proceed. The trades required to perform the Work encompassed by this project shall include, but not necessarily be limited, to the following: Abatement Workers Construction Laborers Truck Drivers Power Equipment Operators Carpenters All interested licensed Contractors and their agents are advised to attend the non-mandatory Pre Bid Conference to be held at 10:00 a.m. August 17, 2016. The Contract Documents, which include but are not necessarily limited to, the Contract, Project Manual, Plans, Specifications, and any addenda thereto shall represent the complete agreement between the parties. If a bid is over $5,000.00, it shall be accompanied by a bid guaranty bond, a certified check, or a cashier's check, payable to the order of the Yolo County Housing, in an amount not less than five percent (5%) of the amount of the bid as a guaranty that the bidder will execute the Contract if it is awarded in conformity with the bid. If a bid is over $5,000.00, the successful bidder will also be required to furnish performance and payment bonds in an amount not less than one hundred percent (100%) of the Contract Price at the time of executing the awarded Contract. This Contract is subject to: (1) Federal Labor Standards as required under Davis-Bacon Act A (40 U.S.C. § 276a), (2) Affirmative Action Requirements pursuant to the Executive Order 11246, entitled "Equal Employment Opportunity" as amended by Executive Order 11375 and as supplemented by Department of Labor regulations (41 CFR Part 60), (3) Section 3 Requirements of the Department of Housing and Urban Development Act of 1968, and (4) Minority and Women's Business Enterprise opportunity goals pursuant to Executive Orders 11625, 12138, and 12432, and other applicable Federal and State requirements All labor on this project shall be paid at no less than the minimum wage rate as established by the Davis-Bacon Act and California State Department of Industrial Relations. No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the California State Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the California State Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Housing and Urban Development (HUD), City of Woodland and California State Department of Industrial Relations The Federal and State Prevailing Wage Rates are set forth in schedules located at the Owner's office at the address above and within the Project Manual. The higher of the established Federal or State Prevailing Wage Rate shall be paid by the contractor and their sub-contractors to all workers working on this project. These schedules are available for review by any interested party on request. All prevailing wage rates shall be posted at the job site by the General Contractor. Wage rates can also be found in Section A4.04 Federal Wage Rates and Section A4.04.01 State Prevailing Wage Rates, of the Project Manual. Any modifications of the current wage rates will be provided by YCH in a subsequent addendum. Any questions regarding wage determinations, shall be directed to Fred Ichtertz, Facilities Director, Yolo County Housing at fichtertz@ych.ca.gov YCH hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority and women's business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award. Pursuant to Section 22300 of the Public Contracts Code of the State of California, the Contractor may substitute a deposit of securities in lieu of the YCH withholding any money from the total amount due to the Contractor. Any conflicting statements within the HUD and YCH Instruction to Bidders shall be controlled by the more restrictive of the two (2) sets of instructions unless otherwise indicated. YCH reserves the rights to reject any or all bids and to determine which bid should be accepted in the best interest of the YCH. The YCH also reserves the right to waive any informality in any bid, and to delete certain items listed in the bid, as set forth herein. The YCH will award the Contract to the lowest responsive, responsible bidder. Bids received after the time established for receiving bids will not be considered.
