The Times Herald Vallejo, NOTICE TO CONTRACTORS NOTICE IS HEREBY GIVEN THAT SEALED BIDS will be received at the office of the City Clerk, third (3rd) floor, City Hall, Vallejo, California, during the business hours of 8:30 AM through 5:00 PM, Monday through Friday, holidays excepted, until the hour of 2:00 p.m. on August 16, 2016, at which time they will be publicly opened and read aloud in the City Council's Chamber, second (2nd) floor of said City Hall for CORPORATION YARD & POLICE DEPT. BUILDING SECURITY FENCE PROJECT, City of Vallejo, County of Solano, California according to the drawings and specifications prepared by City of Vallejo. The work to be done includes: Coordinate with City and designated access control company, provide traffic control, remove existing chain link fence, posts, gates and assemblies; furnish and install temporary fencing; furnish and install new steel security fencing, furnish and install rolling vehicular gates and track pads, gate operators, access control pedestals, pads, associated electrical work, loop detectors and hot mix asphalt paving; furnish and install entry-controlled personnel access gates and exit only gate. The bidder shall include in his bid and provide all labor, tools and materials for a complete and working project in conformance with the intent shown on the drawings and specified herein. Bids are required for the entire work described herein. A pre-bid conference will be held August 9, 2016 at 2:00 p.m., in the Public Works Conference Room on the 4th Floor, City Hall, Vallejo, California. This meeting is to inform bidders of project requirements and subcontractors of subcontracting and material supply opportunities. Time of completion of the work is 60 Working Days from the date of issuance of the Notice to Proceed work by the City. No bid will be received unless it is made on the proposal forms included in these proposed Contract Documents. Each bid must be accompanied by cash, a cashier's check, certified check or bidder's bond made payable to the City of Vallejo in the amount of ten percent (10%) of the total bid amount. Bid bonds shall be issued by a corporate surety duly admitted and authorized to issue bonds and undertakings by the State of California and on the form provided by the City of Vallejo. Pursuant to Section 1700, and following, of the California Labor Code, the Contractor shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rate of per diem wages are on file at the office of the City of Vallejo, Department of Public Works, 555 Santa Clara Street, 4th Floor, Vallejo, CA 94590 5934. Those copies shall be made available to any interested party upon request. The Contractor shall forfeit, as penalty to the City of Vallejo, Fifty Dollars ($50.00) for each calendar day or portion thereof, for each workman paid less than the stipulated prevailing rates for any work done under the contract by it or by any subcontractor under it, in violation of the provisions of such Labor Code. The Contractor shall post a copy of the general prevailing rates per diem wages in a conspicuous place at the job site forthwith upon undertaking the public work called for herein. The Contractor shall also keep an accurate certified payroll record in accordance with requirements set forth in Section 1776 of the Labor Code of the State of California and these Contract Documents. The bid bonds for the three acceptable lowest bidders shall be retained until the City Council has awarded a contract to the successful bidder. Pursuant to Section 22300 of the Public Contract Code, the Contractor may substitute a deposit of securities in lieu of the City of Vallejo withholding any monies to ensure Contractor's performance under the Contract, or alternatively, request that the City of Vallejo make payment of retentions earned directly to an escrow agent at the expense of Contractor. The provisions of Public Contract Code section 22300 are incorporated herein by reference as though set forth in full, and shall govern the substitution of securities and/or escrow account. The City of Vallejo reserves the right to reject any or all bids or portions thereof, to accept a bid or portion thereof or to waive any minor irregularity.
